I believe that the most imortant part is education, constant research and the facilitation of the results of these to the people that is affected by it.
A well educated comunity can be able to search for new ways to solve the problematics carried by climate change. It is also important that governements and organizations support these educational programs as well as support the comunities that are supplying them, the support of government and organizations is a vital part of success.
Governments should try to connect with people that know what's going on, and in that way educate the people on how to respond to the events caused by climate change.
